39th correspondence session of the Government of the Republic of Slovenia

SLOVENIA, October 29 - Government adopts supplemented draft state budget for 2028

The Government today adopted the supplemented draft state budget for 2028. As the amendments to the draft budget were not accepted, the supplemented draft remains unchanged from the original proposal – revenue is projected at €17.7 billion, expenditure at €19.4 billion and the deficit may reach €1.7 billion or 2% of gross domestic product.

In accordance with the Rules of Procedure of the National Assembly, the Government must, within 30 days following the presentation of the draft state budget, at a session of the National Assembly, take a position on all tabled amendments, and, on the basis of this position and the latest analyses of economic trends and the implementation of the state budget for the current year, prepare a supplemented draft state budget and submit it to the National Assembly.

As the Government did not support the amendments tabled to the draft state budget for 2028, it made no further changes or supplementations to the draft budget. It did, however, explain the reasons for not accepting the proposed amendments.

The Government supports Slovenia's intervention in the proceedings before the General Court of the EU concerning n-hexane

The Government decided that Slovenia is to participate in the proceedings before the General Court of the EU in the case of ExxonMobil Petroleum & Chemical and Others v ECHA as an intervener in support of the European Chemicals Agency (ECHA). The proceedings concern ECHA's decision to include n-hexane on the list of substances of very high concern (SVHCs) in accordance with the REACH Regulation – the EU Regulation concerning the registration, evaluation, authorisation and restriction of chemicals.

In December 2025, the European Chemicals Agency (ECHA) identified n-hexane as a substance of high concern (SVHC) due to its serious neurotoxic effects on humans. The substances of very high concern include the most hazardous chemicals, such as carcinogenic, mutagenic and reprotoxic substances (CMR), certain persistent, bioaccumulative and toxic substances, and other substances giving rise to an equivalent level of concern for human health or the environment. The Republic of Slovenia contributed significantly to ECHA's decision, as in 2025 the Chemicals Office of the Republic of Slovenia prepared a dossier for the identification of n-hexane as a substance of very high concern. In the dossier, the Chemicals Office reasoned, on the basis of scientific evidence, that due to their seriousness, long duration and potential irreversibility, the neurotoxic effects of n-hexane give rise to a level of concern that justifies its identification as a substance of very high concern. Such identification as a substance of very high concern is an important step towards potential further regulation of the substance in the EU's chemical management system.

An action for the annulment of ECHA's decision has been filed with the General Court of the EU.

As the legal and expert bases on which the Slovenian proposal for the identification of n-hexane relies will be examined in the proceedings, Slovenia considers its participation important in the presentation and substantiation of the expert and legal arguments on which the proposal is based. In the proceedings, Slovenia will act as an intervener supporting the ECHA's position regarding the fulfilment of criteria for the identification of n-hexane as a substance of very high concern and the compliance of the contested decision with the provisions of the REACH Regulation.

In September 2026, the General Court allowed Slovenia to intervene in the proceedings. Slovenia will submit its views and arguments in support of the ECHA in its statement on intervention by 30 October 2026.

The Government submits Slovenia’s position on the draft EU common position on the provisional closure of Chapter 22 for Montenegro to the National Assembly.
